2022 was a year characterized by two major trends at the European level when it comes to disaster management. On the one hand, European actors were still involved in the post-pandemic recovery. Taking stock of lessons learnt from the COVID-19 response, these actors elaborated instruments and implemented policies to ensure a more effective legal preparedness towards health emergencies. On the other hand, the Russian aggression against Ukraine has led the European actors to elaborate a multifaceted response, producing in turn significant changes in – and consequences on – their existing disaster management policies. In the following two sections, the major developments related to the above-mentioned trends, which emerged in the context of the Council of Europe (Sect. 1) and of the European Union (Sect. 2), are discussed
