This dispute concerns several Colombian customs measures affecting certain textiles, apparel and footwear classifiable under HS Chapters 50–64 of Colombia's Tariff Schedule that are exported and re exported from the Colon Free Zone ("CFZ") and Panama to Colombia. These measures include the use of indicative prices in customs procedures and restrictions on ports of entry available to subject textiles, apparel and footwear. The Panel upheld Panama's claims that the ports of entry measure is inconsistent with Article XI:1 of the GATT 1994. The Panel also rejected Colombia's defence that the ports of entry measure is justified under Article XX(d) of the GATT 1994.
