Filling the Gaps. Il modello valoriale della rotta culturale ATRIUM per le future sfide di UNESCO

One of the purposes of the analysis The World Heritage List. Filling the Gaps (2004) was to define the future prospects for the inclusion of new properties in the WHL to keep it "credible, representative and balanced" over time. Among the iden-tified gaps, a significant role is that of the heritage of the 20th century, including in this sense the architecture expres-sion of the past dictatorial regimes. ATRIUM (Architecture of Totalitarian Regimes of the 20th Century in European Urban Memories) is a cultural route which has built a network that brings together organizations united by the need of taking care of the architecture of this controversial history of the 20th century. It represents an interesting model, where sharing such a complex phenomenon has steered an effective path to its the 're-signification'. The work of ATRIUM is put under observation to extract from the experience a useful message to "fill the gaps", where building a future of peace remains the final and highest goal of every candidature.

L’analisi pubblicata da ICOMOS nel 2004 The World Heritage List. Filling the Gaps aveva lo scopo non solo di fare il punto della situazione globale, ma di definire a breve e medio termine le prospettive future di inclusione di nuovi beni nella lista UNESCO perché essa sia massimamente «credibile, rappresentativa ed equilibrata», evidenziando come la nozione di Patrimonio Culturale si sia trasformata dall’adozione della convenzione del 1972 ampliando e includendo via via ‘nuove’ categorie. Nel documento tra i gap individuati un ruolo particolarmente significativo è quello del racconto dell’architettura moderna e più in generale del XX secolo «taking into account that the 20th century is now history, has been acknowledged». La rotta culturale ATRIUM (Architecture of Totalitarian Regimes of the 20th Century in Europe Urban Memories) sostenuta dal Consiglio d’Europa è un network che riunisce enti di diversa natura (municipalità, centri di ricerca, università, associazioni) accomunati dallo stesso scopo, ovvero la narrazione attraverso l’architettura moderna della storia più controversa del XX secolo, quella legata ai regimi totalitari. Essa rappresenta un interessante modello di gestione che ha adottato un approccio bottom-up, dove l’ascolto e la visione/condivisione di un fenomeno così complesso ha indirizzato una strada efficace per la sua ‘risignificazione’. La rotta culturale ATRIUM anticipa quello che potrebbe essere un futuro sito seriale transnazionale, fornendo una base del sistema valoriale che deve essere posto alla base della narrazione di questo tipo di patrimonio – spesso definito ‘dissonante’ o ‘difficile’ in quanto divisivo – perché esso venga compreso e gestito dalle comunità, trasformandosi in strumento di rielaborazione e riconciliazione.
