This paper explores the validity of citation-based indicators of knowledge flows from other firms by comparing citation counts with data on inventors’ assessment of the importance of various knowledge sources. We uncover measurement errors in citation-based indicators and show that citations more likely reflect strategic rationales rather than knowledge transfer.
