After the Second World War, it was widespread believed that economic growth by itself would ameliorate in a reasonable time the living conditions of all the strata of less developed countries' populations. The World Bank shared this optimistic view, and focused on the financing of single infrastructural projects (e.g. dams, roads, and power stations). At the end of the 1960s the analysis of many scholars proved the actual situation in many LDCs to be at variance with the prevailing positive preconceptions. The World Bank, headed from 1968 to 1981 by Robert S. McNamara, reorganized its agenda putting in the first place the explicit attack on poverty, and trying to develop new and more includent concepts of what development should be, for example elaborating, together with ILO, the Basic Needs Approach. At the beginning of the 1980s the neo-liberist wave invested also the World Bank, which retired from the advanced borders of development thinking, and abandoned poverty-oriented policies, favoring instead macroeconomic adjustment policies. The people and competences acquired by the Bank in poverty-biased policies were thus in the most part lost, but fortunately they could survive in other institutions, most notably the UNDP.

Dopo la seconda guerra mondiale si è a lungo ritenuto che la crescita economica fosse uno strumento sufficiente a migliorare in un ragionevole lasso di tempo le condizioni di vita delle popolazioni dei paesi in via di sviluppo. La Banca Mondiale ha condiviso questo punto di vista, dedicandosi a investimenti di carattere direttamente produttivo o infrastrutturale. Alla fine degli anni Sessanta divenne però evidente che la crescita economica non coinvolgeva tutti gli strati delle popolazioni di un paese, spesso escludendo dal processo gli strati più poveri. La crescita economica non implicava necessariamente un adeguato sviluppo dei sistemi sociali e politici dei paesi interessati. La Banca Mondiale, guidata dal 1968 al 1981 da Robert McNamara, cercò di far propria questa nuova consapevolezza, riformulando la propria agenda per dare più spazio a politiche direttamente rivolte alle fasce più povere, e proponendo un concetto di sviluppo più completo e “inclusivo”. Contestualmente all’ondata neo-liberista che all’inizio degli anni Ottanta si impose sulla politica nazionale e internazionale di molti influenti Stati, la Banca mondiale perse una parte importante del patrimonio intellettuale e umano che aveva acquisito sul fronte delle politiche di lotta alla povertà, rinunciando al ruolo di traino e di stimolo che aveva occupato per un intero decennio.
