The United States, the European Union and Mexico alleged that China has acted inconsistently with its WTO obligations by imposing a) export quotas on certain forms of bauxite, coke, fluorspar, silicon carbide, and zinc, arguing that those export quotas infringe Article XI:1 of the GATT 1994; and b) export duties on certain forms of bauxite, coke, fluorspar, magnesium, manganese, silicon metal, and zinc[, considering those export duties incompatible with the WTO-plus obligation to eliminate export duties enshrined in Paragraph 11.3 of China’s Accession Protocol.
