This article examines the policy landscape surrounding transitions in early childhood education and care (ECEC) by focusing on the Reform on the Integrated 0-6 System in Italy. As part of the Reform implementation process, which started in 2015 and it is still underway, the responsibility for services attended by children-under-three has been transferred by the Ministry of Welfare to the Ministry of Education at national level, in a policy context where centralised and decentralised governance responsibilities are simultaneously played out across the childcare and preschool sector. The study investigates the implementation of the reform, highlighting both advancements and bottlenecks, by drawing on the analysis of data derived from semi-structured interviews with key policy decision-makers and stakeholders in the Emilia-Romagna Region (n = 12). An inductive process aimed at generating themes and sub-themes from qualitative data through framework analysis was used for generating findings that are both grounded in the participants' experiences and accessible to policy-makers. Findings reveal a growing emphasis on ECEC quality, accessibility and pedagogical continuity, yet progress is hampered by governance-related issues and fragmentation among service providers. Against this background, research findings also point out to the emergence of grassroots "interstitial" initiatives to enhance coordination, networking and continuity among daycare and preschool services in local communities. The need for greater alignment between policy goals and local realities is emphasized, along with strengthened mechanisms for inter-institutional collaboration, to ensure the successful integration of the ECEC system in Italy through a tailored and context-sensitive approach to reform implementation.
Questo articolo esamina il panorama politico relativo alle transizioni nell’ambito dell’educazione e della cura della prima infanzia (ECEC), concentrandosi sulla riforma del sistema integrato 0-6 in Italia. Nell’ambito del processo di attuazione della Riforma, avviato nel 2015 e tuttora in corso, la responsabilità dei servizi frequentati dai bambini di età inferiore ai tre anni è stata trasferita dal Ministero del Welfare al Ministero dell’Istruzione a livello nazionale, in un contesto politico in cui le responsabilità di governance centralizzate e decentralizzate si articolano simultaneamente nel settore dell’assistenza all’infanzia e della scuola dell’infanzia. Lo studio indaga l’attuazione della riforma, evidenziandone sia i progressi che le difficoltà, attingendo all’analisi dei dati derivati da interviste semi-strutturate con i principali decisori politici e le parti interessate nella Regione Emilia-Romagna (n = 12). È stato utilizzato un processo induttivo volto a generare temi e sottotemi dai dati qualitativi attraverso l’analisi del quadro di riferimento, al fine di produrre risultati che fossero sia radicati nelle esperienze dei partecipanti sia accessibili ai responsabili politici. I risultati rivelano una crescente enfasi sulla qualità, l’accessibilità e la continuità pedagogica dell’ECEC, ma i progressi sono ostacolati da questioni legate alla governance e alla frammentazione tra i fornitori di servizi. In questo contesto, i risultati della ricerca evidenziano anche l’emergere di iniziative “interstiziali” dal basso volte a migliorare il coordinamento, il networking e la continuità tra i servizi di assistenza all’infanzia e prescolari nelle comunità locali. Viene sottolineata la necessità di un maggiore allineamento tra gli obiettivi politici e le realtà locali, insieme a meccanismi rafforzati di collaborazione interistituzionale, per garantire il successo dell'integrazione del sistema ECEC in Italia attraverso un approccio su misura e sensibile al contesto nell'attuazione delle riforme.
