2023 was a year marked at the European level by a number of systemic initiatives aimed at strengthening the capacity of both European institutions and States to better manage disaster scenarios. The following two sections discuss the most significant elements of these initiatives that emerged in the context of the Council of Europe (Sect. 1) and of the European Union (Sect. 2).
