In Italy one of the major problems facing the support of able and deserving students is the serious shortage of housing; such a shortage is very marked especially in certain metropolitan areas (Bologna, Florence, Milan, Rome). In the light of the above, starting from constitutional principles, this study is aimed at analyzing the regulatory framework regarding the construction and management of university housing, along with particular reference to the fundamental innovations introduced by the PNRR and its implementing decrees. This legislation has the key objective of enabling the construction of at least 60,000 housing units by 2026 and, to this end, a series of provisions are envisaged that are inspired by the principle of simplification and acceleration of administrative procedures as well as intervention by private entities. In this context, special attention is also paid to urban planning aspects and those concerning the change of use of housing
