The article focuses on the concept of digital citizenship, delving into the new configurations of rights, duties and tools under the Digital Administration Code. Based on the regulatory evolution of the last decade, the contribution delves into the principle of “digital first” in the context of administrative activity, in relation to the administrative procedure and the public services system. In addition, the paper considers the legal regime of digital public services and tries to identify the current and future areas in which they can be applied. Finally, the paper discusses the problem of disruption, or interruption of digital public services, between real and apparent protection.
