This article focuses mainly on the issue of social reform, which is primarily concerned with the problem of moral crisis in the late Ottoman period. At the core of the social reform issue was the institution of the family and the regulations directed at the family. The article contextualizes the introduction of the Family Code in 1917 by the Young Turk government in the midst of World War I against the backdrop of debates on the regeneration of the nation and Muslim families and their rescue from the state of moral crisis.
