The latest transformations of power systems, enhanced by the spread of renewables, are prompting the necessity of increased power system observability. Such a goal can be achieved by performing synchronized measurements with Phasor Measurement Units (PMUs). In literature, there are a considerable number of works devoted to PMUs: from the development of ever more accurate phasor estimation algorithms to the characterization of PMUs setups including instrument transformers. However, another interesting aspect is PMU modeling for digital applications and real-time simulations/simulators. It is often required to have reliable ready-to-use PMU models to be utilized in the daily investigation. Based on these considerations, this work aims to develop an open-access MATLAB-based PMU library. Such a library is both customizable to the operator's needs and user-friendly. Additionally, it is tested according to the relevant IEEE Standard 60255-118-1. Tests are performed both offline (MATLAB/Simulink environment) and in real-time by using OPAL-RT OP 4510 simulator. Test and results confirm the compliance of the developed PMU library to the Standards, ensuring the possibility of using it for in-field applications. Indeed, this ready-to-use PMU can be implemented in the digital twin, hardware-in-the-loop, as well as simple laboratory applications.

Abstract
