The main strategies for fostering ecological transition and facing climate change are based on the circular economy model and renewable energy resources. They shall be accompanied by the awareness that the increasing efficiency in using environmental assets is insufficient. The shift has to be addressed to how to live in a city, construct buildings and infrastructure, move people and products, and produce goods, services, and food. Implementing this paradigm within urban centres’ government policies highlights the relevance of environmental pressure generated by anthropic transformations and points out the need for new renovation programmes for the building stock that adopt the replacement as an effective strategy for regeneration. The intervention strategies on existing buildings, responsible for 40% of EU energy total consumption and 46% of emissions, have to be scaled up to the urban dimension to support sustainable city planning according to decarbonisation objectives. This contribution intends (i) to detect the role of GIS as a tool for digitalisation and characterisation of urban fabrics to obtain a detailed knowledge that can be viewed and queried on the territory and in relationship with urban space, (ii) to show the experimental implementation of the method in some pilot cases located in the urban periphery of Bologna, built between the first and the second half of the XXth century, and (iii) formalise a tool for sustainable planning at a large scale based on an evaluation matrix of the sustainability of the intervention providing a synthetic decision-support index, and future integration of energy and environmental performance data in GIS.
