When we compare the results of the interventions on the historical farm buildings that we can see in the countryside we can observe a relevant distance between the rigorous theories of the conservative restoration, as affirmed by the architectural culture, and the real effects. In this conflict, the planning regulative activity made by the public authorities tends to act as a mediator, trying to conciliate the requirements of the cultural principles with the transformational demand of the private operators, searching for a realistic and "acceptable" compromise. This situation is clearly revealed in the experience made by the author in the Parma province through various activities: as a researcher in the field of the countryside management and the recovery constructive methods, and as a planner and consultant of local authorities. Various critical examples are described concerning both the shift between theory of restoration and planning regulations, and the gap between the regulations and the real behaviour, coming from studies and practical experience. It appears how difficult is to reach the aims of a rigorous conservation, not only for the resistance of the operators, but moreover for the difficulties of applying norms generic and just enunciative, in the absence of instruments (and powers) for a qualitative control. The final considerations concern the possibility of realising a more satisfying balance between rigour and flexibility, creating the conditions for a common vision, made of clear, unbreakable and commonly accepted points, between culture, administration and private operators.
