The purpose of this paper is to offer a reflection on the Piano Nazionale di Ripresa e Resilienza through the lens of the housing issue. After decades of substantial absence of a structural policy on housing, the Pnrr certainly llocates significant funding on the issue of housing and urban regeneration yet estimates suggest that the intervention will only cover about one fifth of the entire public housing stock. This will certainly mitigate some of the energy poverty situations which are now affecting the incomes of the most fragile assignees; however, the housing issue is still not systematically addressed, underestimating the measure of consolidation of public housing, considering the effects that the Covid-19 pandemic has brought in terms of poverty and vulnerability of some portions of the population. Moreover, the actual impact on housing and household targeting is not indicated and the contribution to Erp is estimated in very approximate terms. Furthermore, there is a great variety of strategies and targets that intercept the housing issue, without really dealing with it.
