The intention of this introductory paper is to remind us of the main concepts that are available in “ideational” and “policy instrument” research, check for available concepts on the link of ideational factors and instrument choice, and give some critical comments on existing knowledge about this link that can be used for further discussion in the workshop. This might probably lead us to the elaboration of more informed concepts on this subject in the future.
