Venezuela suspensa e as negociações Mercosul-União Europeia: uma análise a partir dos antecedentes paraguaios

O artigo busca compreender a posição da Venezuela nas negociações do acordo entre o Mercosul e a União Europeia, no contexto de suas suspensões. O presente artigo procura analisar o status venezuelano frente às negociações entre Mercosul e UE. Além disso, prospectando cenários a partir da consumação do acordo, o artigo procura compreender a situação venezuelana frente à assinatura deste. Nesse sentido, primeiramente, revisa o histórico das negociações entre ambos os blocos, anteriores à incorporação de Caracas. Em seguida, o artigo faz uma retrospectiva das regras que pautaram os direitos de participação do país caribenho no bloco. Em seguida, analisa seu posicionamento nas tratativas entre o Mercosul e a União Europeia e seu estágio até as suspensões de 2016 e 2017. Por fim, são aferidas as possibilidades de se aplicar à Venezuela o que eventualmente for decidido no período em que estiver suspensa.

The article intends to understand Venezuela’s position in the negotiations of the agreement between Mercosur and the European Union, in the context of its suspensions. The present article aims to analyse the Venezuelan status before the negotiations between Mercosur and the EU. Moreover, prospecting scenarios from the consummation of the agreement, the article has the purpose to figure out the Venezuelan situation before its signature. Having that said, firstly, reviews the history of negotiations between both blocs, which are previous to the incorporation of Caracas. Subsequently, the article makes a retrospective of the guidelines of the participation rights of the Caribbean country within the bloc. In addition, analyses the position in the negotiations between Mercosur and European Union and its stage until the 2016 and 2017 suspensions. Finally, the possibilities of applying to Venezuela what eventually will be decided in the suspension period are assessed.
