The essay deals with the effects of the pandemic emergency related to Covid-19 on the Italian economic system, with particular reference to the banking system. The current economic crisis represents a further stress test for the socio-economic soundness of the constitutional legal systems and requires a depth reflection on critical aspects and prospects of the European integration. The paper aims to highlight the differences between the current economic crisis and the economic and financial crisis of 2007-2008, including the role played by the banking sector. The emergency seems to have opened a new chapter in the role of the public sphere in the economic fields, with a key role played by the banking system. Nevertheless, it is worth noting that the banking sector, although strengthened in the European Banking Union’s framework, is exposed to risk of contagion from the real economy, according to channels of transmission inverse to those previously triggered by the 2007-2008 global crisis.
L’articolo ha ad oggetto le ricadute della crisi sanitaria da Covid-19 sull’economia italiana, avendo quale focus privilegiato di indagine il sistema bancario. La crisi economica in atto rappresenta un ulteriore stress test per la tenuta economico-sociale degli ordinamenti giuridici costituzionali, tornando ad imporre una riflessione su criticità e prospettive della costruzione europea. Il contributo intende segnalare gli elementi di discontinuità tra l’attuale, tragica, crisi economica e la crisi economico-finanziaria del 2007-2008, tra i quali figura, evidentemente, il ruolo rivestito dal settore bancario. Il contesto emergenziale parrebbe avere aperto un nuovo capitolo per l’intervento pubblico nell’economia, assegnando un ruolo chiave al sistema bancario, il quale, tuttavia, sebbene “irrobustito” dalla regolamentazione introdotta nell’ambito dell’Unione bancaria europea, non si presenta immune da rischi di contagio secondo canali di trasmissione inversi a quelli precedentemente innescati dalla crisi globale del 2007-2008.
