Following the "discursive turn" in policy-making, frame analysis increasingly appears an important tool both to explain and predict the career of policy issues. This paper focuses on urban policy-making as a relevant setting for frame-reflective practices. It explores the process of naming and framing in the light of two empirical cases of discourse formation: the discourse of "city times" and the discourse of "urban security".
