La legge regionale per l’Emilia-Romagna 24/2016 recante «Misure di contrasto alla povertà e di sostegno al reddito», di introduzione del Reddito di Solidarietà

The essay analyses Regional Law Emilia-Romagna 24/2016 introducing measures combating poverty in the form of a regional basic income (so-called «ReS»). The regional measure aims to fight poverty and social exclusion which is one of the goals of the European Union and its Member States in the field of social policy. The measure promotes social and economic growth, upskilling and access to employment as well. The regional law basically represents a significant measure which implements internal and supranational constitutional principles of equality, solidarity, non-discrimination and welfare. It constitutes, in the final analysis, an expression, at local level, of the «active inclusion approach» within the European framework
