Abstract

Cities aim to be climate neutral by 2050. Local and regional public authorities have a crucial role in planning and implementing energy efficiency and sustainable actions towards the urban decarbonization. The local dimension of city is due to the fact that 75% of the European citizens are living in urban areas and this percentage is expected to increase to 84% by 2050. A significant data that demonstrates the cities’ intention to develop energy plans comes from the Covenant of Mayor’s spread among Europe: over 10.000 signatories and over 7.000 cities with submitted action plans. In this article, integrated energy plans, SECAP and institution of citizenship energy communities are considered effective strategies to face the climate goals and support public administrations to coordinate and implement medium-long terms initiatives and involve stakeholders. The SmartEnCity project is analyzed considering the experience of the follower City of Lecce.
