The essay focuses in the government of fear on the global age from a political-philosophical point of view. The author rebuilds the question of fear government since from Hobbes analysis, going through modern age thought (from Locke and Rosseau to Hegel and Nietzsche), until present debate on fear (and on the concepts of risk and safety) which seems to be changing fear from political passion, which is the origin of modern State, to making it only a mean of violence, threat and panic.
