LA POSIZIONE DEL CITTADINO NELLE RELAZIONI CON LA PUBBLICA AMMINISTRAZIONE IN ITALIA

The evolution of the legal system, of the needs of citizens, and of the public administration itself —especially in terms of organisation and the digitalisation— has produced profound changes in the relationship between citizens and the public administration, in parallel with the evolution of the relations between politics and the administrative organisation, and between politics and the citizenry. Various approaches to investigation offer different frameworks for analysis of the relations between citizens and the public administration along a number of distinct lines, considering the citizen as custodian of pretensive claims, as the recipient of an administrative measure, and as a partner of the public administration.

L’evoluzione dell’ordinamento giuridico, delle esigenze dei cittadini e della pubblica amministrazione stessa, soprattutto in termini organizzativi e di digitalizzazione, ha prodotto mutamenti profondi del rapporto tra cittadini e pubblica amministrazione, parallelamente all’evoluzione del rapporto tra politica e organizzazione amministrativa e tra politica e cittadinanza. I molteplici profili di indagine consentono di analizzare il rapporto tra cittadino e pubblica amministrazione secondo alcune linee distinte, considerando il cittadino come titolare di interessi pretensivi, come destinatario del provvedimento amministrativo e come partner della pubblica amministrazione.
