La strada da fare. Appunti per l’amministrazione dopo la pandemia

The essay discusses some of the possible paths that the Public Administration reforms may take in reaction to the pandemic. Criticizing the idea of “phases” that characterized how the crisis has been interpreted, it aims to discuss not the contingent measures taken to respond to the emergency, but what has to be planned as permanent solutions to modernize public institutions. Therefore it identifies and examines the need for a stronger public sector, rethinking the relationship with science and technology and the extraordinary availability of financial resources as distinguishing features that emerged in this year and may represent for the reformers

Il saggio discute alcuni dei possibili percorsi che le riforme della Pubblica Amministrazione possono intraprendere in reazione alla pandemia. Criticando l'idea di “fasi” che ha caratterizzato il modo in cui è stata interpretata la crisi, si propone di discutere non delle misure contingenti adottate per rispondere all'emergenza, ma di quelle da progettare come soluzioni permanenti per modernizzare le istituzioni pubbliche. Pertanto individua ed esamina la necessità di un settore pubblico più forte, ripensando al rapporto con la scienza e con la tecnologia e la straordinaria disponibilità di risorse finanziarie come tratti distintivi emersi in quest'anno.
