The management of municipal solid waste and assimilated in a hilly-mountain area, presents problems not always easy to manage, under which, only through careful analysis and correct evaluation techniques, it’s possible to get to an integrated management and a sustainable cost for the end user. This work is therefore the analysis of a very large territory, which was developed on two adjacent valleys (Taro and Ceno) in the province of Parma. In particular we have been studied the technical, organizational, managerial and economic aspects, in order to define an optimal model of management that is necessary to minimize impacts on environment and global costs.The analysis showed that for example, in similar municipalities, there are some significant differences in terms of cost of the waste tax, as well as in the organization of the service. It was therefore tried to analyze, even technically, the service offered, through an analysis of data on waste collected and monitored with satellite technology (GPS). In particular, this innovative technology, has shown a good qualitative and quantitative performance for territorial control of the flow of waste, with the exception of the errors inherent of the system itself.

Abstract
