Throughout the developed world, e-government is one of the main instruments used to reform public administration. Italy is following this pattern, and after the e-Europe plan in 2000, the government launched an Action Plan for the development of e-government. After comparing figures for Italy and European countries and briefly mentioning some possible explanations for these differences, the article summarises a 2001 survey of a sample of Italian municipalities, designed to reveal the current levels of computerization in local governments and their egovernment strategies. It shows the differences between North and South, and between large and small councils. Intergovernmental cooperation is identified as a way of improving the ability of councils to adopt innovative e-government measures. The last section analyses those players who influence decisions regarding the adoption of ICT, the most important problems in ICT development and the importance of human resources training. In analysing the given figures, the article points to those topics that require deeper investigation in the future study of egovernment.
