Vulnerabilità e sicurezza: un’analisi informatico-giuridica di concetti in evoluzione

This contribution examines the concepts of security and vulnerability from a computer-science and methodological standpoint and through the lens of different paradigms subject to technological evolution. Security is concerned with the risk control, which means identifying the interests to be protected and their gradation, as well as the dangers and vulnerabilities these interests are exposed to. In dealing with information security, the law is taking different avenues that range from applying the legal framework on the protection of personal data to placing new emphasis on the EU’s Cybersecurity Strategy. However new challenges, like the ones posed by AI, require a heightened awareness of every system’s intrinsic vulnerability, while deploying multidimensional security strategies. If cybersecurity is fundamental to keeping the stability of the information society, probably it could be considered as a public good to be managed in the public interest.
