The article focuses on the changes of the European Communities’ approach to the south and east Mediterranean during the 1970s and 1980s through the analysis of its policies, the patterns of development of Arab countries and the related economic flows. The combination of EC archival sources, economic literature and databases proves that the EC’s «otherness» towards its Arab neighbourhood (namely favouring negotiations and aid to development) remained complementary and subordinate to an overall liberal approach, whose strategic objective was securing sound market positions, and which changed much across time pending the varying power relationship in the Mediterranean basin. L’articolo analizza le trasformazioni degli approcci delle Comunità europee (Ce) all’area del Mediterraneo meridionale ed orientale nel corso degli anni settanta ed ottanta, attraverso la ricostruzione delle sue politiche, dei percorsi di sviluppo dei Paesi arabi e dei flussi economici tra le sponde del bacino. La combinazione delle fonti d’archivio della Ce con la storiografia economica e database statistici mostra come gli elementi di «diversità europea» europea nei confronti dei vicini arabi del Mediterraneo (la disponibilità negoziale e gli aiuti allo sviluppo) rimasero complementari e subordinati ad un approccio liberista e variarono a seconda dei rapporti di forza tra le diverse sponde dell’area.
