Riflessioni in tema di razionalizzazione del sistema regionale e locale e sostenibilità dei servizi ai cittadini

The rationalization measures of the regional and local system and, above all, Law n. 56/2014 (the so-called Delrio Law) has deeply modified the local institutional architecture, the articulation of administrative functions and their sources of financing. The purpose of this contribution is to offer an overview of these transformations, accompanying it with a reflection on their impact on the capacity of local institutions to ensure an adequate response to the needs of the population and with some modest proposals to «restart» the system.
