The "Solo Plan": anatomy of a coup d'état? The Italian political situation at the beginning of the 1960's is marked by political instability and social tensions. In May 1962, Antonio Segni becomes President of the Republic and Aldo Moro Prime Minister. The attitude of Segni provokes dissensions within the coalition government. De Lorenzo, the Carabinieri chief, prepares on Spring 1964 the "Solo Plan"' aimed to control, in case of riots, the main strategic places in Rome, the PCI and PSi Headquarters, and to transfer a list of important persons. When Moro resigns on June 26th 1964, Segni begins the talks in order to replace Moro and the Solo Plan could become operational. Is it a coup d'état project? Although a part of it is uncostitutional, it semmes to be rather a public safety plan, in a defensive way. It also permits Segni to press his interlocutors during his talks; and the policy of the new government, still led by Moro, is partly amended.
