The main objective of this paper is to discuss strengths and weaknesses of the availability and use of quantitative data to characterize Higher Education Systems in Europe. We present the work done within the AQUAMETH PSR Project (Advanced Quantitative Methods for Evaluate the performance of Public Sector Research), under the PRIME Network of Excellence, to show that a comparison within and between national university systems is possible and even informative under a set of conditions to be fully aware of.
