To be effective the digitization of health data in the EU needs interoperability, in terms of ability of two or more electronic health record systems to exchange both computer interpretable data and human interpretable information and knowledge. That’s why EU purpose and regulation need a full implementation of EHR national systems in order to achieve a cross-border health care. The author aims to investigate the level of actualization of health management systems of EU Member States.
