The purpose of this paper is to analyze the main factors triggering local government reforms in the Italian domestic legal order and to briefly compare them with similar upheavals experienced by other European countries within the context of the economic and financial crisis. The paper will explore first how Italian second-tier local authorities (so-called provinces) have been reorganized and then take the question as to how and to what extent both inter-municipal co-operation and mergers of the smallest municipalities have been fostered. Notwithstanding a very sparse legal framework, the Italian local government system has been reformed according to a precise idea: reducing the overlapping of layers of local government and grouping together tiny and inefficient municipalities. The same efforts have been made in jurisdictions in which the Napoleonic model of local administration still prevails.
