This essay deals with the precedents, the reasons and the possible developments of the recent debate about the reform of the Italian local government. In the first part the author focuses on the current situation and then she concentrates on the double aim that the changes seem to pursue. On the one hand, she describes the rules about the new compulsory union of small Municipalities, underlining the dubious aspects in the lights of the previous Constitutional case-law. On the other hand, she reconstructs the last reforms proposed by members of Parliament and Government in order to eliminate the Provinces or to change their institutional configuration. Finally she offers some critical remarks about this reforming process and its consequences.
