La tutela del patrimonio fiscale: pratiche di salvaguardia del pubblico e autorità regia nel regno longobardo del secolo VIII

King Liutprand repeatedly issued new laws in order to protect the fiscal estates, which were subtracted to the public utility by rich and powerful men, thanks to the collusion and the easy corruptibility of the actores, the officers who were in charge of their administration. The following Kings, however, gave up checking in person the fiscal estates and they preferred to adopt a different strategy, which consisted in allocating in monasteries the quotas of public assets they wanted to ensure full control over. These monasteries indeed had to sustain many conflicts for the possession and use of fiscal estates, because laymen, clerics and communities that previously had enjoyed of them, did not accept the new system without fighting.

Re Liutprando emanò a più riprese nuove leggi per tutelare i beni del fisco, che venivano sottratti alla pubblica utilità da uomini ricchi e potenti, grazie alla complicità e alla facile corruttibilità degli actores, gli ufficiali che li amministravano. I re successivi, però, rinunciarono a controllare in prima persona il fisco e preferirono impiegare una strategia diversa, cioè destinare le quote di patrimonio pubblico di cui volevano garantirsi il pieno controllo nei patrimoni dei monasteri. Questi dovettero allora sostenere numerosi conflitti per il possesso e l’uso dei beni fiscali, perché laici, ecclesiastici e comunità che ne avevano goduto in precedenza non si rassegnarono senza lottare al nuovo sistema.
