Abstract: The paper analyzes in detail the episodes of the dialectical relationship that Ammianus describes between the emperors of which tells the story and their advisers, in formal meetings, such as meetings of consistorium, or an informal meetings with proximi and friends, trying to locate the phases of the decision-making process. The imperial figure that emerges, despite the obvious differences in the representation of individual emperors, appears substantially different from that of the autocrat prisoner of the rigidity of the court and its ceremonial. The emperor faces open discussion with his council, is convinced in many cases, abandoning his inclinations, even recognizes his difficulties confiding in friends. The dialectic attributed to the emperors by the historian has essentially different characteristics: Constantius II takes important decisions in tight circles before investing the consistorium, Julian, despite its declared openness to criticism, moves and decides alone, Valentinian appears at times indecisive, at times moving with a wildness that only occasionally can be controlled by the influence of his advisers and Ammianus normally avoids attributing to him the merit of positively evaluated decisions
