The article aims at analysing the process of implementation of Law no. 56 of 2014, about Metropolitan Cities, provinces, Municipalities, Municipality Unions and Mergers, with specific regard to its effects on administrative competencies concerning cultural activities and cultural heritage. The legislative regional framework shows different solutions in each context: in some areas, the Region has taken the place of the provinces; in others, provinces still maintain important functions. Many are the problems and the questions still open. The opinion of the author is that the system still seems to need a level of government to coordinate the municipalities; this level could be the Region, or the province; different areas require different solutions.
