Italy, while implementing the new 2014 council directive on work contracts and concessions by the enabling law, intends to take the chance to reform the entire legislotion on public work contracts. Being multifunctional, the enabling law appears to be more complicated. The idea behind the piece of law seems to be the choice to prvide a fix set of criteria in order to reduce the numbers of exsting legislatione by means of a major development of the computerized models. Glosses (inside the anabling law) underline the role of Italian Administrations that will have to apply the future delegated law and points out all its positive as well as negative aspects. However, the main doubts arise from the tangle of primary, secondary and so called flexible legislation that the anabling law proposes in order to rule this particular subject.
