The Renzi government recently introduced a reform of unemployment compensation benefits. The relevant legislation includes three main measures. The first measure is aimed at employees who have been laid off, the second one addresses sub-contractors, and the third one introduces a means tested income support for long-term unemployed workers. The first two measures (the NASpI and the DIS-COLL) are aimed at limiting some of the negative effects resulting from the Italian labour market regime and its entrenched distortions in risk protection, whilst the third one (the ASDI) introduces a public assistance safety net that was hitherto missing in the Italian welfare model.
