Performance evaluation of congestion resolution schemes in OPS networks has been mainly limited to packet loss probability and/or queuing delay. In this paper we aim at broadening the scope of this evaluation by considering also out-of-sequence delivery and delay jitter, providing a framework to quantitatively measure the different effects that congestion resolution algorithms have on the packet stream.
