Italy during interwar period saw a heated debate on the power acquired by organized interests. Social scientists and politicians debated mainly the crisis of traditional representative democracy produced by the rise of the professional groups. Among the different political forces, especially Fascism, from the mid-twenties, tried to offer a response to those changes, suggesting the establishment of a corporative state. This does not, however, identify fascism and corporatism, because the question didnit interest only the ideologues of the totalitarian state. Firstly, social scientists and politicians had begun to deal with the corporate trends before the rise to power of Fascism, in many cases since the years preceding the First World War. Secondly, the issue represented, for economists and jurists, the channel through which to discuss the crisis of the liberal state and the self-regulating market, updating their theories and paradigms. Due to the presence of the dictatorship, however, in Italy, unlike other European countries, the debate on corporatism, professional groups and organized interests was combined with the elimination of democratic institutions and freedom of association.
