The project of an international congress of philosophy and the foundation of the Revue de métaphysique et de morale are related to the construction of the institutional structure of the Third Republic, in particular the design of a laic republic based on public education, on reason and science, as it develops after 1870. The congress of Bologna recalls, on the one hand, the role of kantism, on the other, the positions of Durkheim and Bergson, who represent limit-positions compared to the dominant rationalist. It is here stressed the explicit contraposition of Bergson to explicit elitism that characterizes the German idea of Kultur.
