In 2002 the 43% of Italian museums was held by Local Governments. As a consequence, moving from the special characteristics of this kind of organisations, this paper aims to test the suitability of their current information systems, the results of the organisational innovation process, and the ability of the management policy to achieve an enduring equilibrium. The object of this work is to identify the existing lacks to be recovered in order to create social utility, and social value, also thanks to the empircal evidences of the analysis carried out in the musuems of the Forlì-Cesena area.
