The paper has been written for the special issue “Against Pre-emptive War” of the journal "positions" that has invited scholars from various countries to analyse critically the military and diplomatic conjuncture opened by the US invasion of Iraq. Today, USA are able to deploy an immense destructive power without any principle of moderation, that is to say without any possibility of finding a point of interruption of war and transforming it into a peace. The paper argues that the roots of the present politics of pure power of the Bush administration trace back not only to structural features of USA foreign policy, but also to two historical conditions. One is certainly the end of Cold War. The other, less evident, but connected with the former, is the present crisis of the Party-States, meant as basic structures of the State forms of XX century.
