In 2011, a Norwegian terrorist exploded a bomb at the government buildings killing 7 people, and shot 69 young people on an island outside Oslo, were the Young Social Democrats had their summer camp. The perpetrator was a white norwegian extremist, wanting to clean Norway and Europe of Muslims. His targets were the Social Democrats in government and Young Social Democrats, because he saw them as the main supporters of multi-culturalism. A team of psychiatrists found the perpetrator unaccountable (insane) and subject to impunity (and to forced psychiatric health care), which created an enormous debate in Norway. A second team found him accountable (sane) and subject to punishment. The difference hinged on the degree to which they took a political context into account. The first team took a purely medical standpoint, while the second team took into account the extreme political views existing on the Internet etc. For decades the Norwegian system has relied on a medical principle. Abolition of the medical principle and a change to an emphasis on political context, historical background, and so on, would change legal psychiatry completely. A major reform is to be expected on the basis of this case.
