The absence of official guidelines on the establishment and function of ethics committees for animal experimentation has suggested the authors to bring the experiences of the scientific-ethic committee of the University of Bologna that in the last 20 years examined more than 1400 experimental protocols involving animals. The aim of the paper is to describe the committee's daily problems in carrying out a systematic order considering procedural, formal and substantial categories and finally to illustrate the subsequent strategies as well the decision criteria adopted for evaluating experimental designs.
