After the second world war the idea of establishing a European federation was definitely far from the minds of most of the European governments of those years. The French and the Italian, tried to play for time against the American requests, suggesting ineffective ways of cooperation. Priority was given to obtaining American funds without having to undertake revolutionary institutional changes. The article compares two different outlooks on the future of Europe.
