Since the Universal Declaration of Human Rights was proclaimed, the issue of the universality of human rights is one of the main debates in the political meetings on the relationships between the countries around the world. Indeed, it may be relevant to trace what can be considered as cultural or as universal, as well as the limits of both these notions in protecting a universal individual. This is relevant as concerning European Union enlargement too. In particular, it may be interesting to explore – in those countries that requesting EU membership – which are people’s representations of rights and duties. Starting from the opportunity to discuss with some Albanians, in this article some of the results of those discussions will be presented.
