Social Housing: la sfida della riqualificazione. Il Quartiere Pilastro a Bologna

La crescente domanda di alloggi in affitto ha rinnovato l’attenzione per il social housing e la necessità del recupero funzionale del suo patrimonio costruito. Attraverso la lettura di un caso studio emblematico, il quartiere del Pilastro a Bologna, si evidenziano alcune problematiche significative ed alcuni aspetti che incidono sulle potenzialità di riqualificazione. The increasing importance of social housing in order to deal with the emergency caused by the pressing demand expressed by new categories of users, places in the foreground the need to redevelop the existing public housing assets. The article proposes the deepening of one study case, the Pilastro suburb, a significant example of social housing high density settlement, situated in the outskirts of Bologna. The description includes the different stages of the settlement and its current structure, the social dynamics which characterize its density and the relation with the rest of the town. Then, the study brought out the technical, functional and social factors, on which the level of quality of the settlement, the physical and use conditions and the phenomena of social uneasiness depend. It also highlighted some factors that may pose a resistance to the measures of improvement of the internal distribution and of the energy efficiency of buildings.
