The paper explores the relationship between the concepts of Learning City and Learning Community, highlighting their convergence around key processes, such as lifelong and distributed learning and cooperation among local actors. It pursues a twofold aim: first, to present an impact evaluation of a project implemented in the metropolitan area of Bologna to address early school leaving and educational poverty; and second, to contribute to the debate on how to evaluate multi-actor, place-based processes associated with Learning Cities. The evaluation adopts a mixed-methods design and a participatory, improvement-oriented approach, conceptualising impact not only in terms of outcomes, but also in relation to the strengthening of governance, networks, and the sustainability of actions.

Abstract
The paper explores the relationship between the concepts of Learning City and Learning Community, highlighting their convergence around key processes, such as lifelong and distributed learning and cooperation among local actors. It pursues a twofold aim: first, to present an impact evaluation of a project implemented in the metropolitan area of Bologna to address early school leaving and educational poverty; and second, to contribute to the debate on how to evaluate multi-actor, place-based processes associated with Learning Cities. The evaluation adopts a mixed-methods design and a participatory, improvement-oriented approach, conceptualising impact not only in terms of outcomes, but also in relation to the strengthening of governance, networks, and the sustainability of actions.| File | Dimensione | Formato | |
